Unions
- regional unions (district, region, republic, region) are the primary service cooperatives voluntary association or their certain regional level unions of the higher regional structure that recognize the charter of this union and have paid membership fees, authorized (share) funds in the amounts provided by the charter, created in order to ensure the service cooperatives organizational and structural unity and actions coordination (of service cooperatives unions), as well as to protect their interests at a certain administrative-territorial level.
District Service Cooperatives Union
- District service cooperatives Unions are created by primary service cooperatives of the district, individual entrepreneurs, representatives of small, medium and large businesses, various organizations and residents (central estate, settlement) of the district center.
Goals
- the business environment activation, the the volume and range of products increase produced by them rised the problem of their use without losses: processing, storage and sale, as well as export. In addition, as a rule, the consumers of the predominant part of the products produced are residents of the same area. The unification of the Primary service cooperatives on the district scale will help to optimize inter-farm relations rationally within the district, and also to use resources and meet the needs of primary service cooperatives that are not provided within their capabilities, as well as carry out various activities in order to determine the volume exceeding the needs of the district, i.e. export potential of the region.
Service Cooperatives Regional Union
- district unions of service cooperatives, individual entrepreneurs, representatives of small, medium and large businesses, as well as various organizations and residents of the regional center create 7 regional unions of service cooperatives.
Union of Service Cooperatives of the Kyrgyz Republic (SCUKR)
- 7 regional unions of service cooperatives, together with the capital one, Bishkek Service Cooperative City Union are created the Service Cooperatives Union of the Kyrgyz Republic and thus in the republic the self-governing, self-financing business single structure is formed.
Responsibilities
- the most complete satisfaction of the needs of the members of the union within the limits of the conditions provided for in the charters and concluded agreements between them, while maintaining their full economic and economic independence, in other words, to serve the members of the union, satisfy their requests and according to which to receive the remuneration provided for in the agreements, and not managing them as before (during the times of the Soviets)
- to ensure the organizational and structural unity of the system of service cooperatives, coordination and protection of their interests at different administrative-territorial levels and places in order to develop and supply them with the necessary scientific, methodological, technical and economic materials, as well as relevant information
- constantly carry out work to improve the work of the service cooperative system through observation, organizing public discussion and disseminating best practices among a deep layer of the population
- study the state and prospects for the development of the market for goods and services, develop forecasts of population demand, market conditions for the future, promptly providing them to service cooperatives and their unions
- involves into economic circulation goods (raw materials) and services produced by members of service cooperatives by regularly entering them into a single electronic database (website) by relevant administrative divisions unions, which reflects all the necessary information about members of service cooperatives and their unions, the goods and services produced, indicating wholesale, retail prices in the range of the republic , territories, regions, districts and sectors of the economy, etc., advertising of goods and services, as well as conducting electronic commerce between members of the union via online system;
- regularly hold (district, regional, national, international) exhibitions and fairs of goods and services;
- organize new, modern institutions, enterprises and services necessary for the system of service cooperatives of different territorial levels;
- to create an arbitration court, in order to resolve controversial economic issues between members of service cooperatives.
Terms of organization
- activities for the organization of primary service cooperatives and their district, regional and finally the republican union must be carried out immediately (within six months to a year), decisively, on a large scale, in parallel in all populated areas (villages, hamlets, towns, cities, the capital of the republic) simultaneously
