- to open the unified website for the Service Cooperatives Union of the Kyrgyz Republic (SCUKR), to create with its help organizational committees for the establishment of primary service cooperatives and its different administrative levels unions (district, regional and republican), and to place the road map (step-by-step explanation, methodological guides);
- conduct a wide advertising and propaganda campaign in the Internet and in the media to clarify the meaning, necessity and advantages of the proposed cooperation model;
- throughout the republic (in the assembly halls of each district akimiyat) organize and conduct one-day trainings and seminars on creation of primary service cooperatives and tits unions. During these seminars, it is necessary to identify the most active and proactive entrepreneurs among the seminar participants, with the help of which organizational committees for the establishment of service cooperatives will subsequently be created locally, to provide them with the necessary methodological materials for organizing primary service cooperatives and its district unions, and also to establish constant communication relationships with them;
- the constituent assembly for the creation of primary service cooperatives in the republic is appointed on one date and is held in all villages, towns, residential areas of cities on one day, in an organized manner, calling on the people to unity, harmony, in an atmosphere of competition between villages and regions under the motto “Motherland is mine” golden cradle"
- after that they unite into district, regional and finally into the Republican Union of Service Cooperatives in their own order. Thus, we will have the opportunity to create the of Service Cooperatives Union of the Kyrgyz Republic (SCUKR) within a year.
